I'd disagree with that. In fact from the perspective of a Registrar I'd say that they 'care' too much.
The process is, an interested party (usually someone trying to get the domain) makes a complaint to auDA. They format the complaint and pass to the Registrar with instructions for action.
I'd guess we see maybe a couple of complaints come through a day from them. Fair enough where ABN's etc have been cancelled, but the show cause requests for generic domains, which have bona fide live business websites on them are a bit tedious.
What its up to us as a Registrar to do, is obtain 'show cause' information from the registrant and pass back to auDA. If they are happy with it, the domain lives, if not we'll be instructed to cancel it.
If we don't obtain the information by the required deadline date in the initial complaint, we'll be instructed to cancel it.
For deregistered ABN's or ACN's it's a slightly different process, but still a process we need to follow. I've personally only seen very frivolous complaints ignored by auDA ... me I wish they'd either ignore or vet more. Actually I'm all for seeing the introduction of a complaint handling fee of say $25 per complaint.
