While I'm not trying to get to OP too far off topic, I'm not a fan of offshoring either - we're a Sydney-based business.
However, within the constraints of the OP's post, I'd say that the OP doesn't have the right approach to benefit from a professional company doing the work. He asks for a web development company with a portfolio of hosting sites. Essentially asking for a clone of another site by someone who specialises in doing Paganini, and then dropping into it whCMS.
whCMS is outdated and a discontinued CMS, which has evolved into Cambio, itself not a great example of the genre. I don't honestly believe that any professional company with the associated overheads of running a business with licensed software and a place of business can afford to take on his project, especially not with any design iterations or revisions.
However, I'm aware of the typical margins of a web hosting company and understand that there isn't always a reasonable budget. He may find a talented student local to him who wishes to expand a portfolio, and for this he's better off posting on Gumtree etc.
He might also look at contra deals, as the resold cost of each service is higher than the base cost.
However... and don't take this the wrong way

I'm really not a big fan of your site (poor branding, too many colours, mixed straplines, tables, imagemaps etc), and I still sent a client to you - so maybe it doesn't actually matter what your sites like as long as it meets a basic standard. In that case, it probably doesn't matter who the OP uses, and having a site is better than having no site!
