Prices have already risen in Melbourne CBD.

I'm a little confused about prices rising in Melbourne as well, as my prices have recently gone down due to renegotiation of our contracts.
But the list prices haven't changed for us either.
I do know that Primus is expanding further, and I know of another "project" to provide DC space in the CBD as well.

Well, a lot of your large organisations are moving (or have moved) to much more high density kit. This makes it difficult to locate an appropriate datacenter (vs. 1-2RU machines, MAJOR heat difference).
From a DC development standpoint this significantly changes the picture since retrofitting an existing DC will give you some returns but definitely not perfect. That leads people to look at new developments which generally adds 9-18 months (as the article says).

Most companies power went up by around 10% this year. Power will also then go up by about 10% next year (2009) and 20% year after (2010). The rise this year was based upon the drought and supply of water to cool power stations. The next 2 increases are due to uncertainty in the market of the governments plan for the introduction of FORCED green power / offsets.

I can say that the prices or power and cooling went up in all over Europe. Some data centers face loses.
