hi i was wanting to setup a free/cheap webmail hosting wondering what do i need to be able to do this... my webhosting allows me to have unlimited email address so want to know how can i setup a site to allow people to register an email.

I can see you running into problems here with your Webhost's T&C, Etc.
Unlimited yes but they will stop you if you created 10,000 Email addresses.

I don't see the point when there is Hotmail, Yahoo, Gmail Etc

Providing free email address to anyone could lead to mass spamming. I advise you not to go ahead with this.

also don't see me getting 10000 email let alone 1000. because some websites aren't alowing you to sign up with gmail,ymail and hotmail anymore.

I believe a Webhosting Control Panel called VirtualMin allows you to do this.

You would have to have some sort of fraud/robot signup detection or a CAPTCHA system setup, otherwise you could have people signing up and sending spam which could land you in a bit of trouble.

You really should get your own mail server on a VPS or dedicated server. More than likely you are going to need to admin access on the mail server.

What Control panel is provided with your webhosting?

If you are using cpanel then it mightn be too hard to write a php script which would create the webmail accounts.

However you would still need to try and block people from spamming etc.

That's for inbound spam, what you'll need is one for outbound spam. Which is an entirely different kettle of fish.
